China supports private space firms to expand global reach

China's space agency has issued an action plan that encourages commercial space companies to increase international partnerships and participate in global projects over the next two years.

The plan, published by the China National Space Administration (CNSA), calls on domestic commercial space firms to engage in building satellite services for developing countries. The CNSA confirmed these projects would be incorporated into China's international space collaboration agenda.

China will expand access for commercial participants to a national network that includes civilian tracking, telemetry and control stations, ground data-receiving facilities, calibration sites, and space-environment testing equipment. Key commercial contractors will be selected through competitive processes for roles in advanced propulsion, next-generation satellite platforms, and integrated mission payloads.

The CNSA will form a national development fund focused on the commercial space sector, and widen government procurement of commercial services covering launch vehicles, satellites, launch facilities, and ground control resources.

Local authorities are expected to set up technology centers specializing in reusable rocket and smart satellite development, and build publicly accessible fabrication and testing platforms.

Additional initiatives include the construction of dedicated commercial launch sites, the adoption of standardized space protocols, and the release of space debris data to improve orbital collision warnings.

The plan also encourages commercial firms to work on space resource utilization, on-orbit servicing, debris control, and emerging sectors such as space tourism and biomanufacturing in space.

According to the CNSA, the initiative aims to advance commercial space development by 2027. The broader aerospace sector was listed as a strategic industry target in recommendations for China's 15th Five-Year Plan covering 2026 to 2030.
